In the city of Bakhchisaray in Crimea, Russian FSB officers liquidated a cell of the terrorist organization Hizb ut-Tahrir during a special operation on January 26th. The day before, on January 25th, the FSB, together with the law enforcement authorities of Tatarstan, arrested a group of Islamists from Hizb ut-Tahrir who were preparing a terrorist attack on the aircraft factory of Kazan. Last year, the terrorists’ funding channels in the republic were uncovered and 13 criminal cases were opened against 30 members of Hizb ut-Tahrir, 26 of whom are being prosecuted as participants in terrorist activities in Syria.

The terrorist grouping known as the Islamic State is trying to unleash a civil war in our country by using the potential of ideologically close religious and extremist organizations, including Hizb ut-Tahrir.

In December 2016, during large-scale raids in Moscow and its suburbs by the FSB, the Ministry of Internal Affairs, and Russia’s National Guard, more than ten extremists were neutralized.

In November in Saint Petersburg, several members of the city cell of the same terrorist organization were neutralized after planning to repeat the 2015 Paris terror attacks (with explosions and automatic gunfire) in Russia’s northern capital.

In September, FSB officers arrested 135 foreigners in Moscow and the Moscow region who were preparing terrorist attacks in Ufa. In August in the Tyumen, Chelyabinsk, and Sverdlovsk regions, as a result of a large-scale operation at 16 addresses at once, more than 96 recruiters and propagandists of ISIS – natives of Uzbekistan, Tajikistan, and Kyrgyzstan but all Russian citizens – were arrested.

In July in Tver, ISIS recruiters from Central Asia were arrested. The visitors were looking for “specialists” to be sent to the war in Syria and collected information on Russian airports.

In May, the FSB thwarted a terrorist attack on the Immortal Regiment march in Moscow. 12 natives of the Central Asian republics were arrested who had received instructions from Turkey and Syria.

The invisible war continues.

What is the so-called Party of Islamic Liberation (Hizb ut-Tahrir al-Islam) striving for in Russia? Regular reports from the FSB’s special operations against this terrorist organization allow the conclusion to be drawn that the names, structures, and potential of this religious-extremist organization ideologically close to the Islamic State terrorist grouping is being used to unleash a civil war in Russia.

ISIS and Hizb ut-Tahrir have a common goal: the elimination of non-Muslim governments and the establishment of Islamic rule on a global scale. As a tool of ISIS, Hizb ut-Tahrir’s greatest impact is in the Volga region, Western Siberia, and the Northern Caucasus. Unlike other extremist organizations oriented towards traditionally Muslim regions, Hizb ut-Tahrir creates its cells in non-Muslim regions and brings in ethnically non-Muslims into its ranks.

Russia’s FSB has a lot of work to do with these “members” in Crimea. The situation is complicated due to the fact that Hizb ut-Tahrir’s peninsulaar cell worked practically legally during the Ukrainian period.

In Bakhchisaray in the spring of 2016, four extremists and just as many “members” were arrested in Yalta and Alushta. In October, the FSB and Ministry of Internal Affairs held yet another special operation in Crimea.

ISIS’ social base in Russia is made up of indigenous peoples professing Islam, migrant workers, and recruiters and propagandists for the “Great Jamaat” (the envisioned state in which Muslims will be protected from injustice and violence and live according to religious laws) answering to the command of foreign advisors.

The ideology and the structural shell of Hizb ut-Tahrir are used to mitigate the marred image of ISIS associated with mass executions. Extremists engage in recruiting supporters for armed struggle and raising money to support Middle Eastern militants.

It all starts with books. The terrorist organization boasts strong propagandistic resources. In the books distributed by Islamists, for example, it is asserted that “states like Russia are considered as potentially in a state of war against us.”

In the Central Asian republics of the former USSR, Islam does not have profound roots. A “homemade Islam” has formed among the indigenous peoples (Kazakhs, Turkmen, Uzbeks, Kyrgyz, Tajiks) which differs from canonic Islamic doctrines. Yet amidst the military operations of a number of countries in Syria, insufficiently educated Muslim youth have come under the influence of the ideas of Hizb ut-Tahrir and many ultimately end up in the ranks of ISIS.

The recent Syrian experience shows how terrorists use the “law of communicating vessels,” franchising, and rebranding skillfully. Hizb ut-Tahrir itself is a Sunni religious and political organization that was established in 1953 in Jerusalem. It is believed that the organization’s headquarters are in Beirut, Lebanon. In addition, several control centers of the organization exist in more than 40 countries.

The party is controlled by a central committee. The national-level organizations are led by a group of 12 people who are in charge of local party units, usually cells of five members. The women’s cells are separate from the men’s. With all of their religious and ideological ploys, the members of Hizb ut-Tahrir promote the overthrow of secular governments and the establishment in their place of a single state, an Islamic Caliphate.

In the US and Western Europe, the group operates freely. But in Russia and the CIS countries, it is recognized as a terrorist operation which has been banned on Russian territory since 2003. The invisible war continues.

LPR leader Plotnitsky slams OSCE and EU for appeasing Kiev war criminals

The leader of the Lugansk People’s Republic, Igor Plotnitsky, has promised a harsh response to those guilty for shelling the republic. His statement has been issued by the LPR’s Ministry of Communications:

Unprovoked attacks on the territory of the Lugansk People’s Republic by armed groups controlled by Kiev have recently intensified and become more frequent. In the majority of cases, they are carried out with the use of arms that should be, as agreed upon in the Minsk Agreements, withdrawn from the demarcation line and remain under the control of the Special Monitoring Mission of the OSCE.

Moreover, these attacks are carried out with targeted, live ammunitions. As a result, almost every day peaceful civilians are killed and injured and houses and infrastructure are destroyed. Medics have reported a sharp increase in nerve and cardiovascular diseases in frontline cities and villages.

In connection with this, I declare the following with all liability: We will not succumb to provocations intended to give reason for accusing us of disrupting the Minsk peace agreements. But we will not let attacks go without consequences.

I have given instructions to relevant security agencies to conduct an investigation on the deliberate attacks on the territory of the Republic between January 24th and 27th as instances of actions of genocide, war crimes, and crimes against humanity. [I have also] given instructions to carry out operations to identify the direct perpetrators of these criminal attacks, the commanders giving their orders, and their relatives and criminal ties.

Our response will be carefully prepared, timely, asymmetrical, and undeniable. However, first and foremost, the Republic will take care of the victims of shellings by Kiev’s punitive forces.

I am confident that the responsibility for the bloodshed in Donbass lies with Poroshenko along with the OSCE and the leaders of Germany and France who are not taking advantage of opportunities to force the Kiev regime to make peace. The policy of appeasing the aggressor is an illusion that the flames of war can be deflected in only one direction. This already brought catastrophe to Europe once. I invite them to remember the lessons of the Second World War.

First Lugansk uprising leader dies in Moscow suburbs

The head of South-East Front Information Center, Konstanin Knyrik, also called the reason of death a heart attack. According to him, Bolotov “suddenly became very bad.”

Karyakin has categorically denied the theory going around on social networks that the ex-head of the LPR died from alcohol abuse. According to Karyakin, on the contrary, Bolotov led a healthy lifestyle.

Valery Bolotov was the head of the Lugansk People’s Republic from May to mid-August 2014, after which he resigned over injuries received a few months earlier in an assassination attempt on him. Bolotov subsequently became involved in the organization of humanitarian aid deliveries to Donbass only to later state in an interview that he was ready to return to the active political life of the Lugansk republic.

The acting officials of the LPR believe Bolotov’s death to be mysterious. A participant of the negotiations in Minsk stated: “More and more are thinking about how this could happen to such a strong and young man that two hundred bullets couldn’t take down.”

Oleg Tsarev, the famous opposition politician who was the only one in Ukraine’s Verkhovna Rada to openly support Novorossiya and a close friend of Bologov, has since discussed the situation surrounding Bolotov’s life and death in more detail in an interview with PolitNavigator:

Valentin Filippov: In a nutshell, what’s happened with Valery Bolotov? He died so suddenly at such a young age.

Oleg Tsarev: He wasn’t feeling well yesterday [January 26th]. But this morning [January 27th] he felt fine. At 2:30 he was still texting Lena, his wife. But at 3:00 she came home and he was already dead. Apparently, it was his heart. It’s such a pitiful situation.

VF: What has Valery been busy with for the last two years since he left the LPR?

OT: He lived the life of the republic, albeit at a distance. He fully participated in all processes. I very often saw him at the State Duma. We have common friends. He came to visit me in Crimea not too long ago.

We met in Lugansk in the SBU building. I came to him and the protesters as a presidential candidate. I was very warmly received.

Then there began a crazy overload. A nervous overload. The people who seized the SBU building never doubted that they were doing the right thing, but they were sure that they would be killed. They lived in anticipation of an assault that would clear them out…

Then we worked together on organizing the referendum. We were together in the administration building when Ukrainian aircraft bombed it.

Then, when Lugansk was practically surrounded and children and the elderly were killed, it was all very hard psychologically. I’ll say that few know about this, but he was very emotional. Very. He took everything in while trying to keep a straight face on the outside.

When events started to unwind, I sent my family to Crimea from Dnepropetrovsk. For obvious reasons. I proposed to send his family there as well. And our families lived together for a whole year until he left Lugansk. Our wives became friends and so did our children.

VF: Did Valery have any enemies? I don’t think that he had rivals in the LPR, since he didn’t claim leadership. But maybe there could be enemies from Kiev? Someone who wanted him dead?

OT: When my friends died or were killed one by one, I always gave several theories. And he always said that they could be true. But here I have no doubt that he died – his heart just couldn’t hold out.

Of course, there hasn’t been an autopsy yet. Everything happened yesterday between 2:30 and 3:00. But there are no reasons to say that this was murder.
